Ramachandran holds Service Head and Engineer — he can allot work and be alloted work. He still cannot verify a repair he did himself; holding the lead role does not make someone their own peer (AC-047-003).
A user removed from the directory is deactivated, never deleted, and their open jobs are raised to the Service Head for reassignment. At least one Admin must always exist.
